A new website is not the assumed outcome.
The recommendation is based on what the website actually needs. Sometimes the right answer is targeted support. Sometimes replacement makes more sense. Sometimes the site should be left alone. And sometimes the right next step is outside Sunflower Web.

A full Website Assessment includes the live website and the underlying files/source. If that access is unavailable, a narrower public-facing review may sometimes be possible, but it is not the same as a full Website Assessment.
